The first Europeans to visit Burney were members of the Spanish Portolà expedition in 1769. Burney was first settled in 1852 by James Burns, who built a sawmill and general store on the banks of the Russian River. The town began to grow rapidly after the arrival of the Southern Pacific Railroad in 1887, and by 1910 it had a population of 1,500. In 1915, Burney became an incorporated city.
