The city was founded in 1892 by J.C. Norman and his wife Sarah Elizabeth (née Hargrave). At the time of its founding, it was known as "Newtown". In 1907, the name was changed to " Norman Park" in honor of J.C.'s father-in-law, Dr. Wm. Farrar Norman Sr., who had donated land for the city's development.

The first business to open in Norman Park was a general store operated by J.C.'s brother-in-law A.W. Hargrave; this store served as a hub for commerce in the community until it closed in 1978 due to competition from larger stores located closer to town center.
