Downs is a small town located in rural Illinois. The population of Downs was 1,853 as of the 2010 census. Downs is a community that has been in existence since the early 1800s. The town was originally called " Dow's Corners" and was founded by John Dow. Downs is located on Route 66 and is just north of Interstate 55.
