The area that became Fargo was first settled by Native Americans over 10,000 years ago. In 1871, George Sibley established a trading post at what is now downtown Fargo after exploring what are now the states of South Dakota and Minnesota. The area soon became known as Sibley's Settlement after him. In 1876–77, Henry Horner built the first real estate development in downtown Fargo – an area that would later become known as Horner Park – which included four blocks of homes on First Avenue between Main Street (now Broadway) and Second Avenue SE (now 2nd Street). The original plat consisted of 24 lots ranging from .
In 1883–84, Jens Jensen built a hotel on First Avenue between Main Street (now Broadway) and Second Avenue SE (now 2nd Street). This hotel would later become known as the Ritz-Carlton Hotel- Fargo; it still stands today near where I-29 meets I-94 in east downtown Fargo
In 1886–87, A.G. Heiberg constructed a flour mill at what is now south west corner of 13th Ave SW & 25th St SW which was one of the earliest industrial sites in north dakota
In 1888–89 Aldermen Wm Hargrave & C W Fenton laid out streets including 14th Ave NW from 4th to 7th Streets NW; 15th Ave NW from 4th to 8th Streets NW; 16th Ave NW from 5th to 9th Streets NW; 17th Ave NW from 6TH to 10TH Streets NW; 18TH Ave NE from 1st to 3rd Streets NE; 19TH Ave NE from 1st to 3rd Streets NE & 20TH Ave NE from 2nd to 4Th streets NE
On January 26 1889 Henry Horner platted out "West End" consisting of 40 blocks bounded by 14 th avenue nw., 15 th avenue nw., 16 th avenue nw., 17 th avenue nw.,18 th avenue ne.,19 th avenue ne.,20 th avenue ne.; 21 st street e w.; 22 nd street e w.; 23 rd street e w.; 24 th street e w.; 25 t h street e w.; 26 t h street e w . On this plat he reserved for future development lots Nos 1 thru 40 inclusive . West End prospered as one of early planned communities with its own schools , churches , businesses , civic organizations etc . It boasted two newspapers - The West End News edited by Jens Jensen who also operated Jensen’s grocery store at this location ;and The West End Review edited by P G Peterson who had his office at 214 2nd st se just south o f Jens Jensen’s grocery store In 1890 Heiberg erected another flour mill just south west corner o f 13 rd avene sw & 25t h st sw which was one o f earliest industrial sites i n north dakota . By 1900 there were six mills operating along this stretch o f river including two owned b y Heiberg Flour Mills Co .
