Ulster is a borough in the northeast corner of Pennsylvania, bordered by Sullivan and Tioga counties. The borough has a population of 10,814 as of the 2010 census. Ulster is located in the Catskill Mountains, at an elevation of 1,811 feet (553 meters). The borough's economy is based on tourism and agriculture.
Ulster was first settled in 1798 by Nicholas Longworth and his family. The town was named for the county of Ulster in Northern Ireland. In 1825, Ulster became a borough with a population of 350 residents. The borough's economy was based on agriculture until the early 20th century, when it began to develop as a tourist destination due to its proximity to ski resorts in the Catskills. Today, tourism is Ulster's primary economic driver; the borough has six bed-and-breakfasts and eight restaurants.
The Borough Council consists of five members who are elected at-large on partisan lines to serve four-year terms. There are no term limits for councilmembers. The Mayor is elected by majority vote to serve a two-year term beginning on April 1st of odd-numbered years following the election of councilmembers; there is no limit on how many times an individual may be mayor. Council meetings are held monthly at 7:00 p.m., except for July and December when they are held at 7:00 p.m., 10:00 a.m., and 6:00 p.m., respectively; meetings are broadcast live online via YouTube .
