The town of Woodruff was first settled in 1837 by members of the New England Emigration Society. The society was formed to bring religious refugees from England to what is now Wisconsin. The town's name honors General James G. Woodruff, who served in the Mexican-American War and in the American Civil War.

Today, Woodruff is a quiet community with a rich history. The downtown area features several historic buildings, including the old post office and general store (now occupied by a coffee shop), as well as the Masonic lodge and Odd Fellows hall (both built in 1892).
