Warren is a borough in Warren County, Pennsylvania, United States. The population was 10,811 at the 2010 census. It is part of the Scranton–Wilkes-Barre– Hazleton metropolitan area.

The borough was founded in 1798 and named for General Joseph Warren, who fought in the American Revolution. The town grew around a mill on the Lackawanna River and became an important center of trade for coal and lumber during the 19th century. The railroad arrived in 1875 and stimulated growth by making it possible to ship goods to markets beyond the local area. Manufacturing began to decline after World War II but has since resumed at a modest level.

Today, Warren is an affluent borough with a well-educated population that enjoys good recreational opportunities and proximity to major cities such as Philadelphia and Scranton. Its commercial district features several upscale restaurants and boutiques as well as a number of small businesses that cater to local residents' needs.
