Harker Heights was founded in 1907 by J.C. Harker and A.B. Simpson as a small town on land that had been donated to them by Judge Roy Bean. The town's name is derived from Harker Creek which flows through the city limits and empties into White Oak Bayou just south of downtown. By 1910, the population had grown to 1,500 and businesses began to spring up around Main Street including a post office, grocery store, bank and several churches including Methodist Episcopal Church (now First Baptist Church), Presbyterian Church (now Covenant Presbyterian Church), Catholic Church (now Sts Peter & Paul Catholic Church) and Lutheran Church (now Parkview Lutheran). In 1912 an ice plant opened its doors on Main Street followed by a meat packing plant in 1916; both plants were later closed due to World War I but reopened after the war ended.

In 1923 oil was discovered near Harker Heights and within two years more than 20 oil wells had been drilled in and around the city limits; this led to an influx of workers who built new homes and businesses along FM 1960 (today known as Westheimer Road). However, when oil prices plummeted in 1929 many of these businesses went bankrupt; this led to another wave of migration from Harker Heights as families left for other parts of Texas or even other countries such as Mexico where wages were higher at the time. In 1935 oil production ceased altogether leaving many residents unemployed; however this too passed eventually leading to another period of growth as families returned home seeking better opportunities.
