The city was founded in 1917 and incorporated on April 14, 1938. It is named for Monterey Bay, which can be seen from many parts of the city. The Bay Area Rapid Transit District's Blue Line serves the eastern edge of Monterey Park.

The Monterey Park area has been inhabited by humans for over 10,000 years and contains several archaeological sites such as Monte Verde and Salinas Pueblo Missions National Monument. The first Europeans to visit the area were Spanish missionaries in 1769 who named it El Presidio de San Carlos Borromeo after Saint Charles Borromeo, Archbishop of Milan.

In 1817 Mexican authorities granted land to Ygnacio Palomares and Manuel Nieto to establish a ranch near present-day Rolling Hills Estates Boulevard and Prairie Avenue (then called Calle de la Paz). Palomares built a adobe house on his land which became known as Palomares Adobe; it still stands today at 7500 Prairie Avenue (near La Brea Tar Pits). In 1884 Joseph Estrada purchased Rancho San Antonio from Jose Maria Alvarado for $20,000; this land extended from what is now East Foothill Boulevard south to North Central Expressway (now Santa Ana Freeway).

Estrada built an adobe house on his property which he named Casa de la Guerra (House of War) after his military service in Mexico's war against America; it still stands today at 9200 North Central Expressway (near Baldwin Hills Crenshaw Plaza). In 1888 John Dominguez bought Rancho San Antonio from Estrada; this land extended from what is now East Foothill Boulevard north to North Central Expressway (now Santa Ana Freeway). Dominguez built a large adobe home on his property which he named La Casa Grande after his wife Juana María Dominguez; it still stands today at 9500 North Central Expressway (near Baldwin Hills Crenshaw Plaza). In 1916 Rufus Jones purchased Rancho San Antonio from Dominguez; this land extended from what is now East Foothill Boulevard east to Warner Center Drive/I-405 (then called Western Avenue/US 101). Jones built a large adobe home on his property which he named El Mirador after viewing Montecito Peak; it still stands today at 8800 Warner Center Drive/I-405 (near Woodland Hills Village Centre). Jones also constructed an elaborate winery on his property which he later sold to Jack Daniels Distillery.; that winery still exists today as Daniels Winery at 8401 Warner Center Drive/I-405 (near Woodland Hills Village Centre) . In 1926 Mervyn LeRoy purchased Rancho San Antonio from Jones; this land extended from what is now East Foothill Boulevard west to Valley View Road/I-210(then called Orange Grove Avenue/SR 134 ). LeRoy built a large mansion on his property which he later sold to Paramount Pictures.; that mansion still exists today as Paramount Pictures Studio lot #2 at 8401 West Riverside Dr./ I-210(formerly Orange Grove Ave./SR 134 ). Other early landowners in the area included George Waring, Frank Vanderlip and Averell Harriman.

In 1917 Harry Chandler established " Los Angeles Times" newspaper business in downtown Los Angeles and hired Otis Chandler as managing editor of the paper's Southern California bureau. Otis convinced Harry Chandler to purchase two acres of farmland near present day West Covina for use as a new headquarters for "The Times". The purchase was made on February 2nd 1918 for $22,500 ($ according to 2016 inflation rates); that acreage became known as "Chandler Estate". On May 1st 1918 "The Times" moved its operations into its new headquarters facility located at 6333 W Sunset Blvd./LA State Historic Park (). That building currently houses Loyola Marymount University's School of Law ().
